The change in his abilities has been noted. Probably something to do with the Inhuman Growth Hormone he's peddling (formerly Mutant Growth Hormone because Perlmutter).
IGH is a continuing plotline in the Jessica Jones Netflix series. I doubt it'll be related to the Inhumans but still the company peddles a drug that gave Nuke super strength.
Plus it kinda makes sense for Inhuman Growth Hormone to become a thing from an in story standpoint. The Inhuman presence is pervasive around the world while mutant numbers have been dwindling between M-Day and the M-Pox. Why not move onto a more populous supply?
I know the it's comic books but the number of people who get powers via mystical rituals can't be higher than the number of mutants.
Whatever the case they're probably harvesting the same hormones from Inhumans that they were from mutants. They're just rebranding the drug and giving it a different name. And since the Inhumans have better in-universe PR than mutants it's a pretty decent market strategy

And drug dealers rebrand their drugs sometimes, especially if they change the formula significantly. Mutants are supposed to be feared and hated by the world, so Marvel civilians might be more willing to inject themselves with an Inhuman alternative

Again... ANYONE who has mutated DNA (as in most superhumans) are eligible. The Owl was scraping himself and selling his DNA and his powers are a result of an experimental formula he tested on himself.
And there was never any indication that the drug users of the MU had any problem using MGH because of the word 'mutant'.
But it's a supply issue. There's so many more Inhumans than anything else these days, could they grab an Atlantean or a Hulk? Sure. But not without going out of their way to find them or a potential fight. It's easier to grab some defenseless terrigenesis cocoons and continuously harvest them even after they hatch then it is to capture known superhumans whom the superhero community might notice if they went missing.
I'm just saying if Diamondback wants to differentiate himself from his competitors like Mr. Hyde, Owl, Mystique and everyone else, then he may as well introduce a "new" product on the street.

I like this book, but I hope every issue begins with somebody else racing in to check on one or more fellow members of the team who are under medical care. I would like that to be their running gag.
