All things considered, that would be the perfect plan. He can pretend like he's Norman, helping them become legit, kill them and take over their turf with people he trusts.

Or have them all arrested, and use it as a publicity stunt to prove he'll be tough on crime. Then he gets to eliminate his competition while looking like a law and order mayor.
