Ah, so it's the same bunker then?

Wouldn't it have made more sense for the one who works for the Fire Department to have found the bunker?

Fire department did, but he examined the scene since it was technically a crime scene (as in, arson). He reached the gear before the firemen did and hid them before they could find it.
