This whole issue was Devin Grayson's masterpiece. While I get that she is a controversial writer, her run is a sneaky favorite of mine.

It's also an issue that basically took a sledgehammer to every pseudo-smart criticism on how much good Bruce could do if he spent the money on Gotham.
