I thought that was one of the bits that landed worst, myself.
It doesn't make any internal sense - why would any American, especially an African American, be unaware of the implications of 'the White Hood'? Why would Black Cobra, who comes from the time when the Klan was at its height, think it was a good idea to 'offer' to take that name from the black guy he works for (assuming he's not a racist trying to make a power play)?
It's just a mess with so many implications beyond the 'black superheroes have "Black" in their names' thing it seems to be trying to comment on.
I know, nobody cares, but I don't get why comics that use Cat-Man and Kitten always age her up to be his age, even Hero Killers, which was specifically about sidekicks. You would think the one reason you would want to use them is precisely that they were like the only superhero/kid sidekick duo, where the sidekick was a girl.
Founded by girl geeks and members of the slash fandom, scans_daily strives to provide an atmosphere which is LGBTQ-friendly, anti-racist, anti-ableist, woman-friendly and otherwise discrimination and harassment free.
Bottom line: If slash, feminism or anti-oppressive practice makes you react negatively, scans_daily is probably not for you.
