It's actually excellent strategy.

Both attacks left Ross poisoned and gave Fortean the desired outcome. He left the battlefield because he couldn't engage further with Ross, not wasting men or equipment on posturing.

Time was on his side, and he can afford to be patient.

If Ross had to transform back periodically like Banner did, Fortean would've already won. It's just bad luck (or bad intel) that he doesn't know that Ross's transformations are purely voluntary.

If I recall, the transformations weren't entirely voluntary. After this, Ross went several days without sleep, because if he fell asleep he would have died.

ARMY AIR FORCE? Seriously? Not since 1947.

The Army has PLANES sure but its not an "Air Force".

The Air Force has ground troops, (sort of) but they sure ain't no "Army".
