Morrison has apparently decided this is the last comic they'll be writing for DC (this time for real!), in favor of working on their own projects. Given that this by all appearances is their own decision, I'm not sure it counts as their 'last chance,' or that it's necessarily true that they would have to be working in American comics to comment on them, but I'm guessing that's what they're referring to.
Considering the names I associate with the property, the Authority are only American superheroes because they're owned by American publishers.
Though for all I know GM had finished that mini before they finished GL. Or maybe Superman and the Authority touches on different themes and mostly ignores the superheroics.
It wouldn't be the first time GM used superhero comics to talk about something completely differently.
I stare at this comic... and I can't with it. I just can't. The art is far to distracting that I cannot read any of this. It's just an visual splotchy noise to me.
As much as I enjoy Morrison's work most of the time, I'm kind of glad this run is over. They just leaned a little too much into the weirdness for weirdness sake, and the art didn't always help keep the story coherent. Some great ideas, but an inconsistent execution.
By contrast, I'm enjoying the new Geoffrey Thorne run after the first issue came out this week--it feels much more like the GL I'm used to.

I know this is sacrilege, and I have loved the vast majority of his work, but I feel the same way about Al Ewing's run on Immortal Hulk.
I feel quite certain they will have lengthy monologues about American comics pre-recorded so as to be playable after their funeral at some future date.
