Love the way Wonder Woman's hair suddenly jumps into the air in the last panel. Not to mention that Superman is six inches away when he begins his question, and six feet away when he ends it.

Also, an example of a cliffhanger that doesn't have me grinding my teeth in annoyance. I'm quite interested, but don't feel shortchanged by not getting any resolution to the main story.

I wouldn't quite call it a deus ex machina. They established it in the first part of "A Better World". It was more of Chekhov's gun.

This does bring up an important subject matter... not only did Lex made advice that took away ALL of the Justice Lord powers (and NOT use or build it again), what exactly DID happen to them... then again, I did wonder how Billy felt that he not only trusted and promoted Lex Luther before he merge with an alien robot and called him God before Wally SpeedForce'd downsize him to being an even crazier loon, only with hallucinations of alien robot, but also quit the League and told the founders that they were out of line... even though they were kinda right, and so far... we just learn he is still some how a kid and can switch out with members of the Shazam Family....
