That is Red Tool. A Barely disguised DC equivalent of Deadpool.

Ignoring the fact that Deadpool was himself originally a barely disguised copy of DC Character Slade "Deathstroke" Wilson.

Its a copy of a copy.

Also, sorry comic, there's only one old lady Harley in my mind, you know the one.

Though he has kinda evolved into his own adorkable character. His dealing with his infatuation with Harley (realizing it's strictly one sided and not pushing it outside the occasional compulsory silly comment to keep the readers' glued in to the whole thing) and helping the other back from the future character deal with the realization that their whole society kinda got a few things wrong about the current era, and Harley specifically, have made him grow on to me.
