I haven't seen Catwoman but Joker at least is a much more flexible character. Heath Ledger's Joker for example had very little in common with any prior version of the Joker.
That being said I guess it depends. For example I'm in the minority but I really didn't care for Jack Nicholson's Joker. That to me just felt like Jack Nicholson playing himself with the occasional laugh.
The Joker, including Ledger's, was a criminal mastermind. Ledger's just wore make up and was more into making sophisticated explosives than poison gas. He still needed special skills to do what he did, though, that your average Joe wouldn't have if he snapped and became homicidal.
This Joker wouldn't be a challenge to Batman. He's just a random crazy guy with a gun, not even on the threat level of the average Gotham henchman, who is at least a professional.
