Nekron is one of those characters along with the Phantom Stranger whom I don't mind being able to own the Specter but characters like Libra, Darkseid, High Father, Dr. Fate, Metron, The Source (if it is sentient), etc should at least be able to give him a good enough fight. In Libra's case it should last only about 20 minutes or so before the Specter turns him into dust.
I'm a bit fuzzy on why Necron can affect the Spectre at all. From the above, I can see him ignoring Spec, but outright banishing him doesn't make sense to me.
Since he is basically merged with God (if Wiki is to be believed), however considering Shade, Obsidian and others draw powers from it's former realm; The Great Darkness, it's not much of a stretch to say that Nekron is tapping into the power of the Great Darkness and using it to create BL Rings, it also explains his new look and everything.
Also, if I've got John's interpretation of Nekorn right, he is basically part of the natural order of things, Nekron just is. He was the first thing around when the universe was born, there was peace. Then living things appeared and ruined everything.
It's entirely likely that John's wanted to keep the cast of Blackest Night small and manageable. Personally, while I think that having the various Corps Beasts taking on the Specter or the Black Hand or hell Nekron himself, I think it would have made the event look silly and cluttered plus one of the attractions of Blackest Night other than the shit-ton of 'HOLY SHIT!!' is that we have absolutely no idea how it's going to end, having 5 other beasts who are about as strong as Ion or Parallax would have been redundant.
Good Lord, can we for once have an invincible character whose job is to fight cosmic level threats actually do their jobs without getting owned in a few seconds.

Well, it's a catch-22. If you have the Spectre or whoever fix everything whenever some cosmic evil comes along, then it's boring. But if you ignore them, then pedants are going to ask, "Why didn't X come in and fix the situation?"
By which I mean, I'm not calling Geoff Johns a bad writer but I happen to think the Specter is actually a very interesting concept for a character whom under the hands of a good writer and a reboot can actually fit into the normal DCU without half assed explanations or anything of that ilk.
Add me to the list of those annoyed that yet again the supposed "Wrath of God" has proved to be so monumentally sodding useless.

The Spectre nowadays seems to be the cosmic equivalent of Nightwing's role in Bat-corssovers, to basically be jobbed to show how badass the new bad guy is before someone else comes in to save the day.
What does "Creator of the Universe" mean in a universe where you've got at least four or five major pantheons concerned with Earth alone? Does Yahweh outrank them or something? Did they all create the universe? Certainly they all claim to. And goodness knows how many alien Gods are out there...
Johns is dropping the Hal/Carol anvils pretty heavy throughout this event (especially with Carol staying as one of the "New Guardians" after that). I feel sorry for Cowgirl since I predict she's about to be dumped (or will be the dumper). It was nice to see Hal with a non-crazy, non-powered GF for awhile.
Nice to see Mahnke returning to some of the fine detail work he was doing on FRANKENSTEIN, the first time I saw his work and a style I liked. He's been relying (or inkers have) on lines that are too bold and roundy--that's really more a Patrick Gleason thing.
And if Sinestro doesn't get the message by now that Parallax just isn't that into him, well, he graduates to stalker and Parallax should take out an order of protection, I say.
