DC Retroactive 90's The Flash-Preview

Newsarama has just put up a preview of a few DC Retroactive issues. The Flash one caught my eye since it features a flashback to my favorite Flash villain and story arc.

From TV Tropes' Flash character page:
It Makes Sense In Context: One villain's description of his encounter with Bart: "And then he caught all the grenades, and then he took them away, and then he brought me a fish, and then he pulled me into my pocket, and then he made me eat a bracelet, and then he..."
Does anyone know the issue this can be found in? Sounds like something from the early-mid Impulse-era (so say, 1994-1998)

In which Bart complains about planning ahead, outwits the school bullies, busts a robbery and incites a massive fightfor the lulz because it'd be too boring otherwise.
Quite possibly one of my favourite issues ever, and certainly Mark Waid thinks so too!
I had a lot of trouble deciding what pages I should post (that's the problem with having so many great scenes in a single issue), so please don't rip me apart for not posting your favourite moments!
If anyone wants to know why I think Impulse!Bart is superior to KidFlash!Bart, this issue is the reason why.
