If people feel it's like Astro City, then it's going to feel like Astro City, but they are very different ideas. They both feature a city that has a lot of superheroes in it, like from what I know of Astro City, Kurt Busiek has created a city that perhaps is like a more populous version of Metropolis. It's a normal city which has a higher than average rate of costumed crime fighters. Top 10 has a different feel - the book is about the sheer ridiculousness of having nobody but super heroes. There are no normal characters in Top 10 at all, so I don't see why they should be compared other than they both feature a city." - Alan Moore
