"Chris and I looked at the entirety of X-Men in the '90s, and really tried to distill all of it down into one big, gigantic story. So, naturally, it's influenced by the cartoon and the comics -- which are no doubt the two biggest voices of that era -- but there's also the toys, video games, the trading cards, and the list goes on and on. Two men from the FBI told Chicago's then-mayor Richard J. Daley (a real person) to get that and the other cases of supervillainy in his city dealt with before their Director Hoover got the National Guard involved.
So Daley met with Geoffrey Warner, the head of the city's on-strike superhero union C.O.W.L., to tell him that his organization'd get the advantageous contract with the city they were asking for.
Warner, who was working with the mobster Camden Stone and his superpowered thugs to get things to this point, asked for more.
Daley said that that wasn't possible.
" Then you have a real problem. "
" You can't- "
" Of course I can. I have the power here, Richard. Not you. And every hour you stall puts Alderman Hayes at further risk.
" Tick tock, Mr. Mayor. The alderman's life.. "
( ..he said, as he walked away.. )

One of the major recurring themes of Steven Universe is that of loss; specifically, the posthumous character Rose Quartz, whom is mourned and her passing affects almost everyone she knew in life.
Several times it has come about that Steven has never known his mother, and that he wonders what it would be like to have her in his life.
